BALLINGARRY COMMUNITY COUNCIL MEETING,
Thursday 22nd July 2004, Community Hall, Ballingarry
Present: Kathleen Brennan , Alice Goldsboro ,Bill Martin, Sr Patricia, Dick Vaughan. Tony Claydon, Kathleen Kelly

1. Last minutes.
These were read out . Thanks to Kathleen for completing. Agreed.
Proposed Sr Patricia , Seconded Kathleen Kelly.
Discussion on Project List. No progress to report.
Dick said that more work is required at Copper Cross. Different location Garrynoe side of the cross roads.
2. The Ballingarry Corner
How should we progress?
Assuming we get the go ahead . Road will be widened . We need to make our plans more formalised.
John Quinn has indicated that funds may be available to help with costs.
Proposal from Bill : Involve the schools for ideas. It will let people know what we are doing and it will also let all come up with design ideas. Mining monument , 1848 , grotto. etc
The involvement of schools idea is seen as good but we need a competition. We’ll ask Eileen Fennelly for help. Advertise for adults via the Parish Newsletter. Needs to be all sorted by end September. For the final proposal we will need a professional designer.
Will involve Martin Hanrahan. Sub group will be Tony, Alice , Kathleen ( Brennan ), Eileen.
Sr Patricia will clear these actions with John Quinn.
3. Planning for Whist Fundraising: Mon 26th July
Whist drive 26th July for Community Council Funds. 9.00 p.m. start.
Bill will supply 3 apple tarts. Alice is organizing other things ( salad , ham
( Kathleen K ), 36 buns, 24 white scones , tea / sugar / milk, Dick is looking after raffle prizes )
4. Speeding Problems
Various people have mentioned the speeding issues again. Through the village and also at Copper Cross. In the village on the Commons Road near the school. The county councillors are aware from issues raised during the election. Action : Tony will write to John Fahy and Susan Meagher.
5. Church Gate Collection
Permit has been granted for the Church Gate Collection for Community Council funds w/e 14/15 August. Bill will phone round.
6.New Light
Tony said a new light pole has been erected opposite Gerry Scotts. No actual light yet

3.1. Footpath Ballingarry village to Community Hall
E- mail sent to Jonathan Cooney as actioned.
Application for part funding submitted to Ballingarry Healthy Community Project ( as per last minutes ) . Supported by Susan Meagher.
Susan is the County Council representative on the Healthy Community Committee.
3.2 Sewage scheme – The Rocky , The Commons.
Letter has been received from Sen. Noel Coonan . He has also contacted Martin Cullen , Minister for the environment, on our behalf.
3.3. Step Sullivans Cross
Action as per last minutes. We expect the work to stagger the junction to start in August 2004.
3.4. Ballingarry Village Corner, miners monument, grotto , 1848 plaque.
Awaiting a response from the County Council.( see last minutes )
3.5. St Mary’s Road Footpath
Same as per last minutes : In front of the old houses ( on the Callan Road ).
Note sent to Jonathan Cooney. We are awaiting a response.
3.6. Sheltered Housing
Need to identify a site. As per last minutes.
3.7. Sight Distance Improvement :

Sean Hegarty, National President of Muintir na Tire , attended the meeting

Diary Date : Next Meeting : Monday 2nd February , 8.00 – 9.30 p.m. Community Hall.

The main purpose of this meeting was the election of officers following on from the AGM held in October. The meeting also covered the last meeting minutes ( i.e. Nov 5th 2003 ) and also Sean passed on advice / experience from Muintir na Tire particularly relating to the operation of a Community Council as a company.

The meeting was chaired by Padraig Collins.

1. Last Minutes
This item refers to the minutes of Nov 5th 2003.
There are follow up items with the County Council.
The 2 street light posts ( and the associated cabling ) are in position. The next action is now down to ESB. Action: Tony is trying to find the appropriate section in ESB to ascertain a completion date ( Cork and Limerick offices already contacted )
The other follow up item concerned a matter of principle related to the Ballingarry Healthy Community Project / published minutes etc . This now has no connection with the Community Council.

2 Munintir na Tire Advice.
This was a long and detailed discussion.
Generally , Sean’s comments about the achievements of Ballingarry Community Council were all very positive.

He pointed out that the difficulties that we experienced at the end of 2003 were not unique, particularly relating to the company aspect ( and trading parts thereof ) . He said that concerns had been raised nationally about companies made up of volunteers ( such as a Community Council ) being subject to the same company rules and guidelines as major companies such as AIB.

This is being ‘addressed ‘ by Minister O'Cuiv's Dept and is to be published sometime in February but Sean pointed out that it may not fully address the concerns relating to risk management/ responsibility/accountability , as raised by Bill.

Sean said that the Community Employment Scheme taking in both Drangan and Mullinahone ( in his opinion ) does not easily fit in with Ballingarry Community Council as a company. This was in reply to a point raised by Padraig.

Not related to the previous paragraph , one option for the Community Council (as described by Sean) was that all members could be directors. This was not seen as a probable move for Ballingarry by some members at the meeting.

At the end of this long debate, Sean said it was up to us how we proceeded but he accepted that there were clearly some issues relating to the company that need resolving. However, whilst we need to do this quickly , he repeated that we have achieved some excellent results so far and he wished us well in future projects.
