Community Council Meetings 2005 - Minutes

BALLINGARRY COMMUNITY COUNCIL MEETING,
Monday 7th November 2005,
Community Hall , Ballingarry

Present: Tony Claydon, Pat Walton, Kathleen Kelly, Bill Martin, Alice Goldsboro, Kathleen Brennan, Annie Heaphy.

1. Last minutes.
These were read out. ( from 26th Sept )

2. Treasurers Report
In Sr Patricia's absence, Bill said only + 10 euro from last figures.
Tony requested a copy of the insurance document.
3. Update from Sub Committees
3.1 Community Alert: Information received that money could be forthcoming.
3.2 Corner: Letter emphasizing the safety risk was sent to John Maloney, Senior Housing Engineer as per action in last minutes. The very dangerous top part of the wall has been removed.
Mireads / Sullivans Cross: We think some of the cables have been put underground. The Eircom poles still need to be taken down. Slow, but sure, progress.
3.3 Commons Sewage: Great success !! Annie reported work started immediately after the last meeting. The contractors have worked very hard. Residents will arrange their own connection. Could be complete by year end.
3.4 Graveyard expansion: Percolation test should only take place after back filling. Bill has passed on this idea to Donal. Bill will discuss with Fr Breen.
3.5 Sheltered Housing: long term project. Nothing new to report.
4. Planning for AGM
End of January. Similar format to last year. Chairman's Summary, Secretary Report, Treasurers Report, Adoption of Constitution. Election of Officers. Guest Speaker suggested Action : Bill. This will be an open meeting which will be advertised as such. We may get new members.
The actual AGM date will depend on the availability of the speaker.
5. Correspondence
Urban and Village Renewal Competition: Acknowledgement of entry ( we tried for the footpath to the Community Hall and onwards to Lr Ballingarry ) received.
Letter received from Roads Dept regarding our request to extend the 50kph limits ; this has been turned down but they say there is a proposal to introduce a 60kph limit for 200m on the Commons Road.
6.Parish Journal 2005 Community Council Article:
The Journal will be out by the first week of December.
7. Small site adjacent to Ted Brennans House
This needs clearing up . Bill will establish the exact location ( Address ) . Tony will send an official letter to Co Co. Kathleen has already contacted to Environment Dept ( Mr Myers )
8. Mine Workers Pensions
Bill passed on information about Mine Workers health claims. Delegation to Dail. This effects some local ex miners.

These were read out.

Tony reported that this year 4 street lights have now been installed in Upper Ballingarry.The latest ones were completed in the past few weeks.
Various communications from County Councillor John Fahey.
Speeding and the Commons sewage scheme has been raised at County Council level and
a response has been received. Suggestion that Annie + others meet with Councillors / County Council to progress the sewage project.
Dick said why Mireads Cross not complete Action : Tony to contact Jonathan Cooney.
Tony to also write to John Fahey about speeding Copper Cross.
Need a drawing with the dimensions before we progress the corner ideas.( Bill ). The road widening will take away part of the site. We will get the drawing from the roads dept. Never trouble trouble till trouble troubles you!
2. Treasurers Report
Sr Patricia not present. No details available.
3. Constitution
Copies sent by e-mail and also circulated at meeting. This is version 1, Oct , draft.
Format partly based on the GAA copy as agreed. Comments/suggestions welcome.
Tony will collate all suggestions.
Bill read out parts of the proposed document. Members are asked to think about the constitution and we will sort out at future meetings.
Reference needed in Constitution to being Affiliated to Muintir na Tire.
Padraig : Change aims : ' to foster interdependence and a sense of responsibility …..'
Agreed.
Need a bit about co-opting just in case.
4. Elections/membership.
Discussion as per the various options detailed in the agenda, which was circulated two weeks ago. No comments have been sent to Tony prior to this meeting.
All 4 options ( and variations were discussed ) .
Alice proposed option 4, Annie seconded. Full agreement.
Action : Tony will put in the newsletter ' invitation to join Community Council ' . Names to go to Bill Martin by end October .

2. Treasurers Report
Bill reported in Sr Patricia's absence.
Whist Drive 53 euro, Church gate collection 745 euro. Current balance 370 euro.
3. Update from Sub Committees
3.1 Community Alert: Application for the grant is in ( personal panic alarms , 25 )
3.2 Corner: Still awaiting County Council guidance. John Fahey has taken this up with the County Council. No date . Safety issue reported with the wall …this will be checked by the County Council structural engineer. John suggests a letter emphasizing the safety risk to John Maloney, Senior Housing Engineer. Action :TC
( a roundabout at this junction for traffic calming is dependent on the corner development )
3.3 Commons Sewage: Communication from County Council read out . John again suggested a delegation to County Council. Will progress at next Comm Co meeting.
3.4 Graveyard expansion: Percolation test is awaited. Bill thinks the land should be filled to the same level as existing graveyard BEFORE the test takes place. Bill will talk to Donal. Sub-committee needs to meet. Action: Bill
3.5 Sheltered Housing: long term project. County Council have acquired land in Ballingarry. This allows us to make visits elsewhere. Angela Dillon White has changed jobs, new person is Catherine Meade.
4. Speeding Problems.
There was a general discussion on this ongoing issue. Tony has submitted our ideas to the County Council survey ( ramps on either side of the schools , extended limits,
roundabout etc ) . Further Action : Bill to make contact with Garda.
Speed signs/ traffic calming are needed in Lisnamrock, Copper Cross/ Coalbrook area.
5. Correspondence
Urban and Village Renewal Competition: Entry sent in . Theme is safety: footpath from village to hall/lower Ballingarry.
6.Parish Jounal 2005 Community Council Article:
Submitted by Tony. The Journal will be out by the first week of December.
7. Election for Community Council
General discussion. Dick suggested an open AGM and invite people to join. Eileen said that the election 'got people talking' which was beneficial. John Fahey stressed the advantages of a progressive Community Council ( projects etc ) . All agreed no election .

3. Update from Sub Committees
This part of the meeting discussed feedback from County Councilor John Fahy.
Key points were:
o County Council work in June /July /August will be dominated by work on the roads. Pat commented that the Harley Park road has been marked out ready for repair.
o John has suggested a letter regarding a start date for the Commons sewage be sent from the Community Council to Michael Horan , Sanitation Dept. Action : Tony
o John will follow this letter up with a question raised at next months County Council Meeting. He will also ask about a date for the Mireads Cross work ( Kathleen Kelly reported another very near miss only last week )
o John also suggests a delegation from Ballingarry Community Council ( Annie , Bill , Tony ) should visit the County Council on the issue of timing of the Sewage Project
4.Planning for whist drive - Monday 27th June

3. Constitution
Draft version 2 issued late 2004. No comments directly received by Tony since issue.
One comment from Donal via Bill .This was in connection on the point of term of serving for chairperson. The feeling was that if a very good person in the chair and also to give flexibility , particularly when projects are in place.
4.3 to read:
A person should ideally serve no more than a two year term but this can be extended at the date of the AGM election meeting.
Action : TC will issue as draft version 3 and the proposal is that this will be ratified at the 2006 AGM.
4. Update from Sub Committees
4.1 Community Alert:
Alice unable to attend this meeting so update from Sr Patricia. Work on list has been ongoing. Funding application needs to be in to Dept of Community Affairs. Next meeting Wednesday 18th.
4.2 Corner:
Bill said no further news on actual corner. The county council transfer from housing to roads will be triggered when the other land purchase (elsewhere in the village) is complete.
4.3 Commons:
Sewage work will go ahead. Need a company for the Old School needs further discussion between Sliveardagh Rural Development & Community Council.
4.4 Graveyard Expansion:
Donal is leader. Dan Finnegan has completed the plans. Probably call a Comm Co meeting to agree . Discussion still in progress.
4.5 Fundraising:
Church Gate collection will be in August( 13th & 14th ) . Whist drive 27th June
4.6 Sheltered Housing: Bill & Tony, Fr Breen meeting with Angela Dillon-White from
South Tipp Co Co . Documents outlining procedures etc handed over. We need to visit existing projects ( Newcastle near Clonmel will be the first one, Carnew in Wicklow )
Tony has been in contact with Irish Council for Social Housing .
Bill has since spoken to John Fennelly and Susan Meagher ; Susan will follow up on the position regarding the land purchase.

6. Broadband
Premier Broadband have applied for funding to set up wireless broadband in rural south Tipp. Euro 199 hardware + euro 30 per month ongoing charge.

Sr Patricia. Euro 152 paid for the newsletter. Only 56 Euro left in the account.

This will be agreed at the next meeting. Comments before then to Tony.
4. Update from Sub Committees
4.1 Community Alert:
A meeting held last Thursday. Margaret Quinn , Munitir na Tire, Jim Quinlan was there. Financial position looked at ( as per last minutes ) . Community Alert is FOR ALL people. Circular to all the parish and a public meeting may be called. File with list of names with alarms available …..need checking through. 28th April next meeting. Things are moving. Alice Goldsboro is chairperson. On behalf of the Community Council Bill said thanks to those old committee members who are retiring.
4.2 Corner:
Bill has had an informal meeting with Jonathan Cooney . It seems that part of the footpath will be completed this year. ( plus work at Harley park and Mireads Cross ) .
4.3 Commons:
No news from Annie. County Councillor John Fahy has expressed his ongoing support.
4.4 Arts, Crafts, Hobbies: to be revisited.
4.4 Graveyard Expansion:
Donal is leader. Fr Breen has made an announcement via the pulpit. All feedback has been very positive. Donal has spoken to John Fennelly and Dan Finnegan will be involved. Planning permission should be OK.
4.5 Fundraising:
Sr Patricia has some ideas.
Cards will be circulated with the Community Alert notices.
Bill will look at how we could use the web site ( Joe Kenny ) to get payment by credit card.
Church Gate collection will be in August( 13th & 14th ) . Whist drive 27th June
4.6 Sheltered Housing: Bill & Tony. John Fennelly has notified the Co Co that he will
sell the farmyard site. Bill will contact the Co Co to meet Housing Dept ( he will also take the opportunity to discuss the corner ) County Councillors John Fahy and Susan Meagher will be involved ( they will set up the appointments )

5. Correspondence
Information received regarding seminars on funding. Funding workshop 12th April , April 20th , April 26th.
6. Broad Band
A company has been formed ( County Council support ) to organize wireless broad band.

Bill is attending a meeting on Wednesday 13th in Cashel ( there was also a meeting being held tonight in Clonmel ).

6. Sub Committees
6.1 Community Alert: Need to sort out the accounts. Sr Patricia will do this. Jim Quinlan is in charge. Don Keeley will take over installations. New Committee needs to look after list revision and management. There about 70 alarms already in the parish. Alice & Eileen will join the Committee.
6.2 Corner: This will include footpaths. There has been general acceptance from the County Council that Ballingarry will get what we want. Tipp Co Co housing need to transfer to the roads dept. before any work can start. The project will be in several phases.
Bill & Tony will run this project in the short term. Regular updates to the Com Co meetings.
6.3 Commons: Sewage scheme will go ahead. The old school could be the location for the miners museum. Need to transfer ownership. Annie said that there is a Slieveveardagh Old School Committee; old members will start up again. Annie will lead.
Larry Wall festival could be rejuvenated.
6.4 Arts, Crafts, Hobbies: to be revisited.
6.5 Graveyard Expansion: Donal will act as leader with Eileen and Dick. Fr Breen will be involved.
6.6 Fundraising: Sr Patricia has some ideas. The plan with the cards was to circulate the parish with the newsletter and ask for 5 euro per set . However Civil Defence wanted to fund raise at the same time therefore the newsletter was circulated with the funds request from the Fire Brigade.
Bill will look at how we could use the web site ( Joe Kenny ) to get payment by credit card.
Church Gate collection will be in August. Whist drive 27th June
6.7 Sheltered Housing: Bill & Tony.
7. Correspondence
Bill read out a letter from NUI Maynooth. Research on IT. Tony had been contacted by phone but not available at the time. He will complete the survey when next contacted.

A company has been formed ( County Council support ) to organize wireless broad band.
They are undertaking market research in rural areas.

1. Welcome from the Chairman
Bill welcomed all members and guests and then expressed sympathies to the Vaughan family of the death of Dick at the end of 2004, R.I.P.

2. Secretary Report for 2004
Aims: ' To foster a sense of responsibility to the needs and problems of the local community and to devise programmes of action and development , especially those based on co-operation'.

2004 has seen considerable activity and further good progress for the Community Council.

The Community Council meets on an approximately monthly basis and the minutes are published for all to read on our local website www.ballingarry.net. We want to be 100% transparent and ensure full involvement.

Under the new chairmanship of Bill Martin we have increased focus on our wish list for things to be changed and/or improved in the Parish . To this end we have published and keep updating this list of proposed projects.

We have recognized the need to be in partnership with our local County Councillors and we invited them to attend a meeting early in 2004 , to get their views and enlist their support. We see this involvement as the way forward. I have written to the County Councillors on a number of subjects and John Fahey has responded positively
( in writing ) to all communications.

It is also important to recognize that not all things will be completed overnight but with persistence we will eventually succeed in achieving our objectives. The important thing is to keep the momentum going!

o New Lighting. Four new street lights have been erected on the Commons Road out of Ballingarry Village. These significantly improve safety on the route for both drivers and walkers.
o Maireads/Sullivan Cross. This will become a stepped junction which will mean an end to drivers going straight across on the Mullinahone / Urlingford route. This has been delayed partly due to Jonathan Cooney's illness August / September. We understand that land has been purchased to enable the work to go ahead.
o The Ballingarry Corner. The planned change for this corner will enhance the appearance and improve safety. We are expecting removal of the old wall, the road to be widened as a safety feature, and the remaining area to be designed as a memorial Corner, commemorating the mining community, the people of the parish and the Historic Famine Warhouse.. It will also be an ideal site for tourist signage for the greater Slieveardagh area ( e.g. The scenic route / heritage etc. )
o Footpaths. 2003 saw a new footpath on St Mary's Road. We would like to see this extended in front of the houses on St Marys Road. The next major job is to build a footpath from the village to O'Sullivan Park, to the Community Hall and on to the old group.
This has been taken up by John Fahey at County Council level . Recently , the footpath down to Fr Morris's old house was refurbished. The need for a footpath from the Commons to the Sports Field has also been listed.
o Sight distance improvement work. Several difficult corners have been identified and some work has already been completed on the Copper Cross - Coalbrook road.
o Sheltered housing. This is seen as a long-term project but one that recognizes the need to provide a group of houses for senior citizens from the parish. This project, which would build on best practice from projects elsewhere in the country, would be centrally located, and would address the needs of isolation seen in rural areas.
o Commons Sewage system. Various communications on this subject to/from government departments have triggered needed activity. We had the backing of Senator Noel Coonan and County Councillor John Fahey .The County Council have now indicated full support and money has been allocated for 2005 . It is hoped that progress will be made at last on this long delayed project.
o Speeding. As with many areas of the country we are plagued with cars traveling at high speeds through 50kph zones. We took the initiative to highlight the problem to the Chief Superintendent which resulted in Garda speed checking; this was only a short term measure We have identified several possible traffic calming measures ( e.g. a mini roundabout on the Cashel / Callan road which would be part of the corner development, speed humps/ rumble strips on either side of the schools. ) This is an issue with great support from our County Councillors and we are confidently expecting implementation of some of our proposals.

We have also produced a draft constitution which is now in draft / discussion stage. This will be discussed / developed before being formally adopted this year.

We have also advertised for new members who share the aims as listed above. This was an agreed action ( unanimous ) from our October 11th meeting

3. Treasurers Report
Sr Patricia circulated copies of a/c. Balance in bank Euro 384. Still have cards as assets; some monies outstanding. Sell @ Euro 5/ bundle. Discuss at next meeting.

4. Chairman's outline of plans for 2005
Bill Martin:
Congratulations to GAA club for the field and facilities ; enhances the village.
Thanks to all members for the work in 2004.
Bill asked the County Councillors to thank Jonanthan Cooney ( South Tipp Co Co ) for his cooperation.

Proposing for 2005 the appointing of a number of Sub-committees,

1) Community Alert - This is a Garda project and the previous workers
for one reason or another are unable to continue. Community Alert is part of the Community Council and we need to relaunch this project.

2) Memorial Corner. Need the roads section / housing section in the South Tipp County Council to sort their part out. Foopaths could also be part of this sub committee.

3) Slieveardagh School and cultural committee - The Commons. Recent Curam meeting Des Burke suggested revival of Larry Wall festival ( + other festivals elsewhere in Slieveardagh ) . The sub committee should sort out the old school position.

4) Sheltered housing ( for the elderly ) in the village - Feasibility study. ( see Rosaleen Drew item later )

5) Examination of our resources both human and natural, for instance:
Hobby, Art etc. the idea of a public display in the Community Center,

5. Commons sewage : this should finally go ahead this year.
6. Graveyard ( not a sub committee ) information …..a parcel of land is being offered to extend the east of the graveyard. Discussion and general agreement. Next meeting item. Proposed : Kathleen Kelly. seconded : Annie.
7. Possible miners museum. ( suggestion from Fr Breen ) Located near the statue in Clashduff.
8. Rosaleen Drew- Muintir na Tire
Rosaleen talked briefly about Muinitir.
Community alert / Muintir involvement : offered help from Liam Kelly , 062 51163, based at head office in Tipperary Town. Muintir has been involve din Community alert for 20 years so there is a lot of experience to call on.
Sheltered housing: a number of different ways of getting involved. The Irish Council for Social Housing can provide guidelines on legal aspects/ management / maintenance/ structure etc. There is a regular newsletter on this subject. Will need a limited company to manage.
Need to copy best practice. Visit existing projects. Tom Fitzgerald ( Munintir ) can advise. Need feasibility study ( as per Bills comments above )
County Council will pay the funds for the building.

Rosaleen passed on details of Rural Social Scheme.

Des sent apologies for not being able to attend.

7. Letter of support to Scoil Ruane agreed. ( copy given to Susan )
Letter also needed for Ballingarry GAA . To Pat Walton.

8. Community Notes - in local press etc
Susan said she sends all items to the three local papers. ( Kilkenny People, Nationalist, Tipperary Star ) . Padraig said we need central coordination between all groups to all papers. Susan needs the items on time.
