Proposals for Ballingarry/Slieveardagh Area
Submissions to be read in conjunction with County draft Development Plan 2003

(1) Ballingarry Village Junction proposals (drawing)
This existing site situated on Ballingarry cross roads was acquired by the housing Dept of Tipp S.R Co. Council some time ago. A dispute over ownership held up the development. Ballingarry Community Council made representations to the dept of housing to have the site delisted and instead be used to widen this acute turn in the interests of safety as well as creating a fitting location to be used for a memorial corner. The above drawing was prepared by the Community council to explain their plans for this corner.
2 As envisaged in the draft plan footpath to be provided from village to the Sportsfield we ask that the path be extended to facilitate the residents of the houses known locally as The Lower Group . A footpath to be provided in front of the St Marys Road houses.
3 A Hip juts out nearly 3m from the front wall of Brennans house (last on the Left facing Callan in St Marys Road) to the road edge, we recommend removing this hip and grading the corner. Widening the roadway at this point would improve the safety of pedestrians and vehicles entering and exiting the Callan Road.
4 The village limits be extended to Scotts bungalow on The Commons road, adequate Street Lighting and a footpath be provided to the same house. We suggest that the drain on lower side of this road be piped, levelled and grass planted to enhance the roadway
5 The derelict ruins/houses on Callan Road be used for public housing.
6 The area following on from the 3 new Enterprise Units by Ballingarry Creamery excluding the Priests house, but including the field following be designated as commercial.
The Commons Village
To be read in conjunction with draft development Plan
1 Foothpaths be provided from the village to the Community Sports Field, from the village cross roads to Nickey (RIP) Pollards gate (The Rocky) and through the village by the Ball Alley.
2 The derelict sites opposite the new School, opposite the old School and the former Creamery site be acquired by the Local Authority for public/private housing.
3 The Cross Roads known as Jack Ryans cross be widened for safety reasons, and for the convenience of pedestrians, trucks, coaches and all vehicular traffic.
Coalbrook Village
To be read in conjunction with draft development Plan
1 The derelict corner opposite Touhys residence be widened and repaired.

Renewable Energy
We recommend that the Slieveardagh Hills be designated an area most suitable for the development of Wind Farms, especially wind farms developed locally and those developed in a partnership involving the communities. The development of the wind energy resource would be a continuation of the tradition of energy production in Slieveardagh and would form a focal point to attract visitors and tourists to the area.
We recommend that consideration should be given to the provision of visitor facilities such as parking, signposts and marked pathways on wind farms thus adding to the amenity value of the area.
We believe that there is no conflict between a well-designed wind farm and the objective to develop tourism in the area.
The proposal in the Draft County development Plan to have extensive exclusion zones around villages etc. would greatly hinder the development of wind energy in Slieveardagh because of the settlement pattern in the area, we recommend that normal distances and exclusion zones be used in order to site windmills.
Electricity Infrastructure
We recommend that the Slieveardagh area be prioritised in the ESB plan to upgrade the network and that the new County Development Plan should facilitate this development. The absence of a strong electrical infrastructure in the area is a major impediment to inward investment and the expansion of existing businesses. The development of the renewable energy resources in the area could provide opportunities to strengthen the electricity network.
Commercial & Cottage type industries:
We recommend that the area be designate as suitable for the development of small businesses and cottage type industries. Since the demise of Antracite mining, workers have to travel great distances for employment; we suggest that there is potential in the area for the development of small industries:
.with encouragement these small businesses would create employment and contribute to the economic life of the community, our proposed study will we believe substantiate this belief.
Four shops have closed permantly in Ballingarry Village and three in The Commons village since 1970, we have to arrest this trend.
Water Sources:
We are aware that there are serious problems affecting sources and the distribution of fresh water in a number of parishes in the area . The closure of the mines has created many man made aquifers holding substantial amounts of Spring water. Two levels with large flows drain the principle areas, one in Boulea, Ballingarry, the other near Ballynonty draining Earlshill. Both sites are accessible. We suggest they be investigated.
Derelict Site Refuse separation
The old mine yard and buildings at Gurteen, Coalbrook , have become derelict and are in need of attention with regard to security and its possible use for illegal dumping: one of the items to be examined in our study is recycling of refuse/waste.
This hardcore yard and its buildings with leeching tanks already in situ would be suitable for a joint programme of recycling ,recovery and packaging of waste between the Local Authority and community operators as a pilot project. We are suggesting that the project envisaged be taken on board by the Co. Council and a joint study initiated. The experiences of communities in Sweden & Norway with similar projects could be examined.
There is technology available in both these countries to separate the different elements that go to make up refuse/waste. We suggest an examination of the proposal.
| MEETING WITH JONATHAN COONEY Roads Eng.TIPP S.R CO. COUNCIL WED 18TH June , 2003 The project list was issued before the meeting. These notes comprise the original list and record the answers given. Present : Bill Martin, Tony Claydon, Dick Vaughan, Sr Patricia , Jonathan Cooney , Anthony Phelan,(Area Rods Supervisor), Susan Meagher MCC, John Fahy MCC What was the Council subscription to Ballingarry Community for identified projects spent on in 2002? JC Answer: No detailed breakdown available. Euro 3000 on road lining. ( similar already spent this year ) . Annual budget this year for the whole area euro 43,400 0n regional roads, Euro 120k on county roads ( wages + all costs , material , equipment) Village signs + other signs erected in 2002 . Footpaths Ballingarry Village to the Community Hall, St Marys road and The Commons sports field to Patricks Tce houses. There are significant safety concerns which put these three at the top of the list JC Answer : Main use of funding goes on maintaining existing paths. Ballingarry not included in current village renewal scheme. Use of funds gained from new house levy could be a possible route. Matching funding idea might be developed. Cost is approx . Euro 60 per metre. JC will cost the path from village to the hall/ GAA sports ground ( includes Pedestrian crossing + lights ) Action : Community Council to look at matching funding Village to Assumption Tce footpath needs maintenance needs a concrete surface. JC will look at changing the surface. Further footpath requirements that have been identified are: Community Hall to Lower Ballingarry ( can this be part of planning for the new housing development ? ) Lower Ballingarry to the Enterprise center (Path used by Students from Sec School to shop at the Glengall Rd.) JC will have a look at the existing old path. End June Ballingarry road to The Commons , footpath from the village to Crokes Cross. ( this is seen as a longer term objective ) This remains long term. Lighting The priority requirement is agreed as the Commons road into Ballingarry ( from the 30mph signs , and school signs, to the existing light at Michael McGraths house ) The Community Council would like access to the full lighting requirement survey which ( we understand ) is in the possession of the County Council. We are now assuming that 2 lights will be installed later this year. Street light required opposite the enterprise centre. JC Answer: Light No 20 near Assumption Tce needs a contact via housing, action Sr Patricia. This is a replacement. September is possible date for the Upper Ballingarry lights ..this is down to ESB. Question to John Quinn re: lights at the Enterprise Centre Action Sr Patricia. Speed restrictions Extension of speed limits Installation of small 30 mph disks on various light poles within the 30mph zone. These are particularly needed from Lower Ballingarry into the village. Speed / warning signs etc near Mohober school, (Parents are very Concerned) JC Answer: The planned review did not take place. This needed Dept approval and will now be a country wide review ( June / July 2004 ) delay is due to kph as opposed to mph. ( what does 30mph equate to in kph ?) . Small repeater 30mph signs will be followed up . Action: JC , 2 to be provided Lower Ballingarry to village. By August. Mohober School will be completed Action : JC before September Village signs Attach reference to the Healthy Community Status on the village signs. Try to keep the sign on the Kilkenny road visible to traffic . JC Answer: Agreed BHCP will make up the signs and contact. TC will contact JC with details and he will arrange fitting. The Kilkenny Road sign ( near Tinnock ) will be cleared . Street Cleaning What is the programme for street cleaning in Ballingarry and The Commons and Coalbrook.? Does this programme include emptying of the waste bins near the recycling bins located in the Community hall car park.? URGENT - Can a priority label be attached to connecting the Houses in the Commons not yet connected to the town sewage system. JC Answer: Village was swept in May. Monthly is now the frequency. New driver recruited so it is possible that by mid-July Ballingarry ( only ) will be on a weekly basis. Need to assess time taken before any decision on Commons & Coalbrook. Decision by end August. This sweeper driver will also empty the litter bins in the street. The bin outside Centra is damaged and should be removed. This store has now been sold and new owners will need to provide a bin. The bin near the recycling area will be also emptied, by the sweeper driver. Anthony will provide a key to Dick to assist with the bin problem near the recycling area. Commons Sewage issue needs be raised with John Crowley. Action letter from Community Council Road Safety Realign the bank on the left at Brennans Hse, St Marys Rd. to allow for greater visibility for traffic entering from or exiting to the Callan Road. (a) Realignment / widening of road junction at Sullivans Cross and (b) restricted view on left exiting to the major road from Coalbrook at Copper Cross needs improvement for users. Re construct Jack Ryans cross outside the Commons Village as a safety feature for Buses etc. Construct at least 3 Lay-by on link road to the Warehouse, - re-align entrance on The Commons side to accommodate larger vehicles. JC Answer: Sullivans Cross , new road markings , new unique signs . Expert opinion has been sought. Noise nuisance from rumble strips rules them out. A submission for 2004 has been made : the proposal is for a staggered junction. This depends on landowner agreement and funds being made available. Will know this by mid Feb 2004. Village exit St Marys road danger . JC will look at work involved realignment of the bank. Action depends on costs involved. Copper Cross improvement agreed. Action : JC to look at work involved . No date agreed because costs are not yet known. Coalbrook Cross : gate pier needs removing. Jack Ryans Cross , Commons : As with the other projects , JC will cost and consider when the project can go on the programme. Lay-bys near the War House. One way system for buses is proposed. Some road widening is proposed. Action: JC, paid for from separate budget ( heritage ? ) AOB Ballingarry Corner The corner and wall are dangerous. The road needs widening at this point ; Bill pointed out that there was an accident last year with a lorry with a steel bar load reversing into housing whilst trying to negotiate this corner. Susan said that the corner issue is still a legal problem. No decision made until this is resolved. Should be resolved in a couple of months. The Community Council do not want to see houses there; this would merely compound the safety issues. The area should be developed into an amenity that enhances Ballingarry. |
