2. Secondary School Fridge / healthy food update
Info from Sally. Pricing discussion . The tuck shop pricing is now at a higher level . Sales seem to be going well . It’s now up to the students council to progress.
3. Exercises for the elderly
Alice Goldsboro attended a seminar. Follow up days still to complete . Alice thought the training so far was very good.. Action : Sr Patricia will discuss with Alice about presenting to the Senior Citizen Group. Clearly the exercises will need to be regular ( i.e. not as per the monthly meeting frequency )
4.School Sports / drug free etc
Anna : Hacketstown now has a basket ball team ( all ages ) so this looks a possibility for a competition.
Drug awareness ( see last minutes )
Kathleen has discussed with N.S. Parents Council. We also need Secondary School contacts – Dierdre. Seminars ( proposed ) will be ( 7.00 p.m. – 8.00 p.m. ) January 21st , followed by other sessions Tues 28th , Feb 4th and Feb 11th . Anna has the full contents of each seminar The dates are all Tuesdays so the Community hall will be used for bingo . Suggested that we should try for a different night . Wednesday or Thursday night seems to be the best bet . Location could be the school. Sr Patricia will contact headmaster. Anna will discuss with Sinead regarding her availability. Info to TC.
5 Photos from Healthy Lunches
2x photos per school ( selected by sally ) were enlarged. 8 in total . These have been left in for framing ( Melbourne Glass , Clonmel ) . Tony will collect next week. Presentation to the schools will by Sr Patricia / Sally.
6. Play School
Transport costs ( Kathleen ) are being covered until year end . Discussion on what to show for the ministers visit .
7. Walking Club
The Sli Na Slainte temporary walk ( 29th Sept ) was very successful with 32 adults & children completing the course. All went as planned. An article about the Walking Club / Healthy Community involvement ( + photo ) has been submitted for the 2002 Parish Journal. Geoff will prepare a map showing the two proposed permanent routes ( this will be ready for the ministers visit ) . Geoff is following up the approval of the routes. ( Susan & Geoff have met with Matt O’Callaghan , Tipp County Council ) . Target is to have it up and ready for next Spring.. Geoff will sort out the location of the signs. He will talk to Padraig Collins about the sign design.
8. Indoor Bowling
There are 800 clubs all over Ireland. Tony & Geoff will get more info for the next meeting.
9. Visit from Health Minister ( no date fixed )

2. Ronnie Fitzgerald
Outreach Officer , South Tipp Arts Centre. Description of current Outreach activities.
( eg project work in the schools, comic , murals etc , adults drawing , painting , music etc) . Brochure circulated. Tutors available for each activity.
Need a contact BHCP to liaise with Outreach; in the short term this will be Tony.
This year has started ( Sept ) all the tutors are currently fully committed .
Classes would cost 25 Euro / hr for the tutor plus travelling expenses.

3. Audrey Lambourne
Deirdre Dunne SEHB Communications Dept attended instead of Audrey.
List of ideas presented : PRO suggested.
Direct contact with the newspapers …personal contact.

4.Upright Fridge
Feedback from the official hand over day on 24th September , Presentation Secondary School.
Went very well. Susan Higgins ( nutritionist ) gave a talk.
We spent Euro 270 in total in filling the fridge up. ( 200 of this was from Glanbia ).
Proposal is to give Euro 250 additional to the school to continue with the healthy products. Congratulations to Sally for organizing this successful project.

6. Exercises For The Elderly ( see previous minutes )
Alice Goldsboro delighted to go on the course 22nd Oct . PAL Physical Activity Leader.

7. walking
Update from Geoff from the course. The workshop manual full of excellent detail.
Key points:
Group Insurance, trained leaders , first aid training, group equipment.
Need to price a first aid kit . BHCP will fund.
Euro 21 per person group insurance ; need a total number only not specific names.
Subsidy of Euro 200 agreed form BHCP.
On Sunday 29th Sept a Sli Na Slainte walk has been arranged.
Details circulated. BHCP will fund refreshments.
We will organize a formal Sli Na Slainte later The route is probably the same as the temporary walk on 29th . . Action: Geoff

8. Tobacco / Drug Free schools

Anna has made contact with Sinead who has drawn up a 4 night drug awareness programme. Anna will approach the parents council . Date will be in January.

Letter from the school read out about basketball training for girls requesting funding towards Euro 3000 . Bernie Fitzgerald. Agreed that this fits in perfectly with what we are trying to do.

4. Funding
The funding from the Tipp Co Co will come through by the end of September. It appears to have been lost in the system by SEHB .
TC pointed out that we have wasted ~15% of our time on this subject over the last 12 months and the money transfer should have been at the START of 2002. This has taken the focus off other activity and the delay was unacceptable.
There should be no problem on 2003 funding in addition to the monies left in our account.
The Co Co funding for 2003 and the SEHB should be available in January 2003

5 Upright fridge – Secondary School
Glanbia have donated Euro 200. Sally proposed we stock with healthy products .The idea is to set a date and invite Glanbia to the official handover. Also dietician to be invited. .Anne is making the sticker ; proposal discussed . Sr Patricia & Sally will advise.
Bill Martin to be asked to be involved with the publicity. Newspapers / School / Web Site

6. Exercises For The Elderly
Anna showed a programme plan … Go For Life . Training day available in October.
Places for two local people. Action : Sr Patricia to discuss with Alice Goldsboro.

7. Dance / Arts / Drama
Summer Camp discussed – went well . Katie Goodhew.
Ronnie Fitzgerald , Outreach , Clonmel ,will be invited to the next meeting to discuss opportunities for all ages . First item on agenda. Action : TC

8. Tobacco / Drug Free Sport
Idea is Ballingarry v Hacketstown sports competition. Anna will liaise with Anne Lacey in the Secondary School. Need to emphasise the benefit of being drug free / no smoking / no drinking . Ideally a talk from a role model ( e.g. a Tipperary County player ) Contact will be before the next meeting. Basketball for girls / Hurling for boys. Logistical details will be sorted out with the teachers at the schools. Could reintroduce the Drugs Awareness session via the parents council. October ?
Action : Anna will get a copy of the programme from Sinead and this will be distributed
round the schools by Deirdre by end September.

9. Healthy Walks
Charles/ Susan / Geoff : Feedback from the Hacketstown Healthy Walk , Open day. Seen as a great success. Photographs circulated. Geoff then talked about the Ballingarry walking group. Various walks available. There are funds available if we wanted to set up a Sli Na Slainte. The boreen & gullet is the most obvious route locally. Insurance is a potential issue. There is a w/e walking leaders seminar on . Charles & Geoff will attend. We will decide action based on their report.

10. Weight Watchers / Keep Fit for Winter
Letter from Clare Cashman requesting funding to help pay for the costs involved with part of the new programme ( Personal Development Growth ).
Clare has demonstrated that previous funds have been put to good use.
Agreed that we will give Euro 400.

11. Photos From Healthy Lunches.
Arranged but slight delay due to illness. Should be complete by the next meeting. Action : Sally . TC will arrange framing.

5. Feedback from Summer Camp
Went very well. 40 children attended the Arts / Craft / Sports day funded by BHCP . Katie Goodhew was the tutor for Arts/ Crafts. Dierdre Colville was the sports tutor
6. BHCP Membership / new members
Discussion . No successes so far. Perhaps Anna Butler will rejoin.? Sr Patricia will contact; also Play School people. We need to identify new members. Action: all We should learn from Hacketstown. They have 12-15 members.
7. Hacketstown activities
Various points. We are very impressed with all the activities . We congratulate them on the Healthy Walk . Charles Ruttle will attend the opening on Sunday 21st July. We will learn from the walk design / set up/ procedures so that we can have a similar one here in Ballingarry . Action : Charles. We will continue to exchange minutes.
8. Exercises For The Elderly
The idea is to arrange for a tutor ( ……Colville ) to visit the elderly and carry out exercise programme / training.. She already has visited the Senior Citizens Club in the Community Hall. The idea is seen as good .Action : Sally to come back with more details ( check with Alice Goldsboro ) . Anna passed on a booklet SEHB exercise programme for the elderly / people to be trained as tutors.
9. Other Project Ideas
Anna : organize a challenge ( sports ) match with the theme of promoting Drug Free sport. Follow on from the next Drug Awareness Meeting. This could be made part of an existing competition within schools. BHCP sponsor the prize and advertise the theme. Link up with the diet advice ( from James Ivors ) . Have a well known sports person along to back up the message. Anne Lacey is the PE (Convent School) teacher . 10. Correspondence

Research project : Mens health.
Needs analysis.
Strategic planning.
Target sub groups rather than ‘ one size fits all’
The research project will review the statistics on men’s health in the South East, study men’s concept of health ( knowledge etc ) , impact of work/ unemployment / divorce on health , profile of attendees / non attendees to GP/ hospital.
Hard copy will be distributed with the minutes.
2. Upright Fridge for secondary school
No response from Glanbia.
We purchased a fridge ex Centra for 250 euro.
This has already been delivered; we should have an official launch in September – sally.

3. Healthy Lunches feedback/ Play School Lunches
Play school completed :Thursday 16th May.
Followed up during Healthy eating week. 27th May.
It was decided all the schools were good so all were given a prize of a sports hamper.
The photographs are excellent. We will present a copy to each school ( sally to organize , TC to organize framing ) , copy to SEHB ( Anne )
4.Funding
Euro 6,350 from Health Board received. Euro 7027 now in the bank.
Nothing received from the County Council.

5. Feedback from Healthy Eating Week
Questionnaire completed .
Ran short of posters.
Need to actually give out the magazines : people probably didn’t realize that there were free !!
General view was that the campaign was less effective compared to last year ( being later in the year didn’t help ) .
6. Summer Camp
Sally : 8th – 12th July.
Most of the week is taken up with trips. The teacher for the dancing is booked up for the date available . Sally will try an alternative.
7. Report from the Regional Steering Committee
Various points:
Physical activities for the elderly , Hacketstown activities ( Canteen manager ) , ( Anne will arrange for minutes to be exchanged by e-mail ) etc.
Difficulties : membership needs revitalizing. Non attendees will be asked to nominate a replacement .
We need to find new people / replacements : this will be done via the Community Council. ( next meeting 20/06 )

Susan Higgins had spoken to the school and the idea of the fridge was raised..
Healthy Eating programme is underway at the school.

No sponsorship has yet been identified.
BHCP should ask who they have approached.

3. Healthy Lunches feedback
Good feedback from parents & teachers . Thanks in the newsletter. The children all were very excited and they are continuing to use the boxes .

5. Funding
Biddy O’Neil has to requisition £7500 from the County Council so that SEHB can then forward the funds to SEHB account.. Anne will progress this. ( Euro 9523.04 )
TC will resend the letter to Shay McGovern ; we still have received no funds from this source.
6. Healthy Eating Week 26th May – 1th June
Anna passed round ideas . Competition details to be posted Monday .
Anna will visit the schools on Monday 26th , start 9.30 . Follow up healthy lunch ideas.
Talk in each classroom / competition follow up. 1.5 hours in each school.
Baseball hats and frisbees as prizes? School that has the highest % of healthy lunch boxes . The prize.:Sports hamper Action : Anna

Piece of fruit for each child? A small apple or a mandarin orange. Action: Sr Patricia will order from Tobins ( collect Friday 23rd ) .

Meeting May 3rd 2002

Venue: Ballingarry Health Centre
1) Healthy Lunch Boxes
Sally brought a sample box, complete with the proposed healthy lunch (e.g. sandwich, scone, apple, juice, actimel drink). The lunch was discussed and agreed with Susan Higgins (Nutritionist) and will cost EUR 2.50 for each pupil.
Sally confirmed that approx. 240 boxes will be needed (total cost EUR 600), but that the Regional Committee has only committed to sponsor 200. Anne McLoughlin confirmed that 90 of the 200 boxes are still on order (with Dunnes Stores), and that the additional boxes required would be added to this order, and sponsored. The remainder of the boxes will not be available for approx. 2 weeks.
Anne also confirmed that the proposed stickers would not be cost effective to produce so instead, a large quantity (i.e. 50,000) of “food pyramid” stickers was ordered along with a small quantity (i.e. 300) of “Ballingarry Healthy Community Project” stickers, and both will stuck onto each lunch box. These stickers will not be available for approx. 1 week.
The background information leaflets to go into the boxes and relevant posters were provided by the SEHB, and given to Sally.
Action Points
a) Sr. Patricia will write to the parents, to get permission for each child to receive a lunch box, and to find out about special dietary requirements, allergies etc.
b) Anne will increase the order for lunch boxes.
c) Fergus will collect the lunch boxes and stickers from the Health Promotion Office, Dean St. and will bring them to Sr. Patricia’s house for storage.
d) Sally will confirm the total number of boxes required, and will prepare the boxes for filling (e.g. stickers, leaflets).
e) Breeda Quigley will fill the boxes with the health lunches, and will have them ready for 9am on the morning of Wed. 24th April (provisionally). A basket of fruit will be provided for each staff-room.
f) The boxes will be delivered to all schools on the same day, ideally starting at 9am and completing all deliveries before 11am.
g) Tony will look after publicity (e.g. photos in each school, taken by accredited photographer – Joe Kenny).
2) Dance Exercise
Sally advised that the schools are so caught up with other things (e.g. swimming, drama) that they could not take on anything else at the moment. It was suggested that the dancing be postponed until September, or included as part of the proposed summer camp.
The proposed summer camp is being organized by a new committee, and there are concerns that this event may not go ahead. It was agreed that, if it doesn’t, the dancing will be organised for September.
3) Tuck Shop
Sally reported that Susan Higgins was consulted about the kind of snacks that could be provided, to replace the less healthy options available at the moment. She made a number of suggestions (e.g. actimel, yogurt drinks, popcorn), some of which would require access to a fridge. The existing soft drinks machine will ideally be phased out.
The school have an active committee that are keen to run with these suggestions, and they will contact Suppliers to see if a suitable fridge can be provided. If they can’t sort out something, they may come back to us.
Action Points
a) Sally will offer to provide labels for the fridge and/or posters, and to provide further assistance as required.
4) Football Shirt Funding
Sr. Patricia confirmed that the new football shirts will not have the BHCP logo on them, as this is likely to increase the costs, and the jerseys will already include the school crest so space may be limited. We will also get publicity when they are presented.
This has already been agreed with Veronica Maher, School Principal, and they are proceeding on that basis.
5) Launch of Millennium Family Resource Centre
The healthy food provided at the official opening ceremony cost EUR 700, and the committee will claim this amount from the relevant government department. This amount will be “subsidised” by the BHCP and will be reimbursed if the claim is successful.
6) BHCP Account Balance
The balance in the account (from last year’s allocation), after current commitments have been taken into consideration (e.g. Food EUR 700, Healthy Lunches EUR 600, Tony EUR 50), will amount to EUR 2116.
7) Drugs Facts Talk
The attendance at this event was poor, which was unfortunate as the presentation was very interesting and informative. It was agreed that we will organize a similar event in September, but will publicise in the local schools, in an attempt to increase the numbers attending.
8) Funding
Sr. Patricia advised that the funding for 2002 has not yet been received.

9) Feedback from Regional Meeting
St. Patricia outlined a number of the issues that were discussed at the meeting. E.g.
Biddy O’Neill is getting funding for the lunch boxes.
The Hacketstown health day attracted a huge turnout (approx. 300 people, many of whom were children), and the local doctor reported being inundated afterwards. One of the local committee members works in Keypack (employing 80 men), and has been instrumental in bringing about dietary changes in the canteen, and smoking cessation (i.e. 5 men have stopped smoking).
10) Healthy Eating Week (last week in May)
Anne reported that Susan Higgins can provide magazines and literature, and is encouraging health professionals to participate in local radio programmes. Dr. Curtin was asked if he would consider doing a talk on a particular subject, and he expressed an interest in covering diabetes.
It was suggested that we could arrange suitable events/topics for the home economics class (secondary school) and/or monthly old folks meeting. We could also repeat the day we had last year, spot check lunch boxes etc.
Action Points
a) Susan Higgins will ring Dr. Curtin to brief him on what is involved (local radio).
b) The committee will discuss options with Susan Higgins.
11) Any Other Business
A letter was received from Mary O’Shea, Secretary Ballingarry Community Games, asking for “any financial support” that the BHCP could provide. It was agreed in principal to support this application, when further details are provided.
A letter was also received from Lisnamrock National School, requesting support for goalposts, nets or polo shirts. It was agreed in principal to support this application (to the same level as other schools), when we receive details on pricing.
Anne informed us that the Hacketstown committee did a deal with the Council, to erect Healthy Community signs at the entrance to the village. This may be a good idea for us to consider.
Anne also advised that Noel Richardson has recently been appointed as Men’s Health Promotion Officer.

2. Funding for Clare cashman work ( keep fit etc )
Sally proposed that the BHCP grant stays with Clare ( i.e. the money is NOT paid back ) to allow for ongoing programme . Full agreement . Sally will get receipts from Clare for our records.
3.Young People Dancing Exercise Programme
Clare has choreographer and classes will start in the Community Hall. Sally will find out how much funding is required. In principle, full support is agreed.
Could be 5.00 – 6.00 p.m.
Sally will come back to the next meeting with the details.
4. Healthy Eating (National School)
Idea of a healthy eating lunch. Have reusable lunch boxes ….we give them the boxes with the first healthy lunch free. Then follow up with spot checks if they are still in use with Healthy Food.
A reward for the best performance.
Teresa suggested involvement of Susan Higgins, Regional Nutritionist ( health promotion ) .
Teresa will cost out 200 boxes ( with BHCP logo ) . Teresa will organize for Susan to meet Sally
Funding for the boxes may be regional and local funds used for the contents.
Leaflet with healthy eating advice to be included.
This could be ready to go straight after Easter.
This project will be managed by Sally. The logistics (talking to the teachers / date / contents
etc ) will be planned and communicated by Sally.
5. Funding
When will we get the 2002 funds into the account? There is a regional Meeting 20/02 and Sr Patricia will enquire then regarding the timing.
6. Secondary School
SPHE training program for teacher is ongoing . SEHB will give preference to Ballingarry Teachers.
Healthy food / leaflets into the school tuck shop. Introduce healthy food and get rid of crisps etc.
Sally to discuss with Susan. (Maybe later in the year to start)
7. Senior Citizens
Exercise programme for senior citizens ( gentle mobility ) . Niamh Murphy lectures on this subject and will train people on behalf of SEHB to act as trainers . The people to be trained could be the
Senior Citizen Committee members. Action : Teresa to progress before next meeting.

Village signs need to be added to the list.
Discussion on the various items.
Mining Museum will remain a possible project for the future. Seen as an excellent idea ( possibly in the Commons )
2 . Item 2 from last minutes: Bus Shelters
Bus shelters have been given OK by the engineer. Need the OK from the people living adjacent to the Commons site. Annie will progress. Susan will also look at an alternative Commons site.
Bus shelter near the school will be OK. The one in Ballingarry will be near the Eircom Building. Bill will talk to Martin Hanrahan . When feedback to TC is complete he will progress planning permission ( guidance from Susan ).
Design will be as per Bus Shelters in Kilsheelan
3. Smoking Cessation Group .
This has restarted tonight ( Teresa Hennessy ). Item in parish Newsletter.
4. AGM Community Alert
Bill Martin introduced this section . Community alert set up 11 years ago.
Now affiliated to the Community Council.

4.1 Report from Anna O’Dwyer. ( secretary of Community Alert ).
4.2 Treasurer report given by Bill. £24,845 spent over the last six years . Euro 5000.00 in the bank.
We want more people who need alarms to have alarms.
115 people ( additional ) identified for alarms . Some have phone monitors. 60 have nothing . Through the Community Council we can progress. Annual alarm monitoring fee of £52 could be funded.
Odd jobs ( see previous Community Council minutes ) is another area needing progress.
4.3 Garda Jim Quinlan.
Stress on the importance of Community Alert for old people - health & safety.
Any unusual person / car number should be reported ( to the Garda Station ).
Every elderly person should have an alarm installed.
4.4 Sair. Sean Sherlock . Crime Prevention Officer
Covers all the county . Message is ‘ protect your own homes ‘ .Stressed the partnership of Community Alert. Be a good neighbour. Be alert .

Don’t be careless. 1 in 3 crimes in this country is a burglary.
Locks/ lights/alarms.
Question was asked for Garda to comment on school key holders called out in the middle of the night. Gardai prefer the key holder system ( called by the burglar alarm company ) but will still respond ( could be as long as 30 minutes ) in the event of no key holder turning out. This clearly is an ongoing issue.
4.5 Margaret Quinn – Muintir Na Tíre
Development Officer responsible for Community Alert . Advice / guidance etc Detailed the role of Muintir Na Tir in Community Alert.
Example of why the elderly should all have a pendant/alarm.
People should always wear the pendant !
They need to accept the pendant can only be of benefit.
Last year a lot of Muintir Na Tir time was spent ( at Day Centres ) explaining the Euro to elderly people .
4.6 Bernadette Leahy - Task Community Care
Pendant / Alarm demo.
Form to be completed with address / health / doctor / contact numbers / key holders / etc
System is monitored centrally ( Dublin ) 24 hours per day.
If no key holders are contactable then the central control calls the Garda.
Emphasis on correct use ! Wear the pendant. Up to 6 buttons can be linked to each house / unit.
Also audible warning device demo .

Evaluation of Community Health Day at Ballingarry

An estimated 200 people attended the Community Health Day organised as part of the Ballingarry Healthy Community Project on Thursday 22nd Nov. 2001 in the Community Centre from 2 – 8 pm. Health Checks available on the day included blood pressure, cholesterol, blood sugar and carbon monoxide testing. A Dietician measured height, weight and body mass index and nutritional advice was given.
Information on quitting smoking was available and Nicorette also had a stand. Citizens Information and Money Advice and Budgeting Service were also present as was the local Civil Defence team. Drug Awareness Officers, Adult Literacy and VHI also had information stands. Healthy food options such as sandwiches, fruit juices and scones were provided. Demonstrations and mini treatments of massage, Reiki, Shiatsu and Reflexology were also on offer by local therapists.
Winners of the Health Quiz completed on the day were:-

All winners will receive a cookbook, t-shirt and £20 book voucher.
All information and services were provided free of charge to those who attended. The overall feedback was very positive. Of those who completed an evaluation form (no. =35) over 80% thought the day was excellent, the remainder rated it as good. Most of those who attended availed of the main health checks with over 150 getting their cholesterol tested and almost as many, their blood pressure. All those who completed the evaluation said that they would attend a similar event in the future. Additional comments made included: -

Observations
Not everyone who came registered at the desk on the way in so final nos. are an estimate based on the no. of cholesterol strips used etc. Some of those who arrived near 8 pm could not be seen because the hall had to be vacated at 8 pnm for Yoga. This was a pity as many who arrived at this time were men and it would have been good to be able to do their checks also as they are usually less likely to get these done than their female counterparts. The large numbers of those who attended was due to good advertising by the local Steering Committee by distributing posters, highlighting the event in the parish newsletter and local papers and advertising on Tipp FM. Overall people who attended were happy with the day and perhaps this could become an annual event with something provided for children and extended hours of operation.

Launch of the needs Survey in Community Centre

PUBLIC MEETING 15TH NOVEMBER 2001
The purpose of this public meeting was to formally present the Needs Assessment Survey , present what the local committee has already accomplished , what is planned and also allow for full discussion / ideas from the floor.
It was also an opportunity to introduce the new Community Council and suggest how the various items may be progressed in the short , medium and long term.
The evening was chaired by Sr Patricia Wall , Chairperson of the local committee of The Ballingarry Healthy Community Project and also Chairperson of the Community Council .

Meeting Notes :

1. Needs Assessment Survey
This part of the meeting comprised a presentation by Mairead Fennessy from the South Eastern Health Board ( SEHB ). A précis handout was made available to all present and a full copy of the report is available from committee members.
The survey showed that there was a good appreciation of the wide definition of the word ‘ health ‘. It is key that people feel that they are part of the community and are involved.
It is important to recognize that this is only the first phase of an ongoing process. We are establishing a foundation for continuous activity.
2. Local Group
The second part of the meeting was a presentation by Fergus Murray which set out what the local group has achieved so far and what are we currently doing or planning in the short term ( building on the identified areas from the Needs Assessment survey )

Those present split into small groups top consider the ideas presented and come up with additional suggestions.

The final part of the meeting was an introduction to the Community Council. It was explained that the Healthy Community Project will be under the umbrella of the Community Council.
Some of the projects will be driven by the Healthy Community and some via the community Council.
The allocation of accountability will be made at the Community Council Meeting on December 13th.

Initiatives proposed by the Local Steering Committee Timeframe
1. Course in Family Communications and Self Esteem (long term aim of the course is drug abuse prevention among adolescents through improved family communication)– ongoing in Killenaule at the moment with 2 people attending from Ballingarry.
2. Establish once per term visit to all primary schools on all aspects of health – one more visit to happen before Christmas.
3. Skills for Change training – 2 day training course for health professionals, community workers, youth workers and those with opportunities to work with others on a one-to-one basis exploring healthy lifestyles. To be run before end of Dec. 2001
4. Keep Fit – happening at the moment through Clare Cashman, supported with funds from this project.
5. Basic cookery – planned for near future – see Clare Cashman
6. Smoking Cessation course – 6 week programme to commence mid Jan. 2002 – March 2002
7. Community Health Day – 22nd Nov. 2 – 8 pm
Longer term or ongoing initiatives:-
8. Social, Personal & Health Education (SPHE) course – Meeting has already happened between Beatrice Barry Murphy, Health Promotion Officer for Post Primary Schools, some teachers interested in attending the 180hr training programme for this course Sept. 2002- May 2003. Support from Beatrice to the school will be ongoing.
9. Use of status of healthy community to campaign for footpaths, water and other large expenditure.

Minutes of Committee Meeting , Thursday 11th October , 2001

This meeting essentially had only two agenda items ; a discussion of the budget / SEHB response to our letter , and secondly the Needs Assessment launch.

1. Budget

The Committee had all received copies of the budget spend plus the accompanying letter from
Biddy O’Neill , SEHB.

The following points summarize the discussion:

* The £35K budget was between the two communities ( Hacketstown and Ballingarry ) . The local Ballingarry committee had no control or say in the allocation of the spend
of £17.5 K .

* This was spent on fixed costs ( e.g. salary costs ) relating to the Needs Assessment Survey, Quit Smoking Group , Healthy Eating Week etc and disposable such as
banners , flowers and balloons etc.

* A further £5K was made directly available to the local group ( from the Dept of Health &
Children ) . So far contributions have been made towards the Parish Radio and a
Keep Fit Programme.

* We have raised awareness with the SEHB and the Steering Group about our concerns over the budget allocation/ spend and , to date , we have received certain assurances regarding additional funds for next year ( e.g. some from SEHB, other sources ( Tipp CC ) , we can make a case for specific local initiatives and personnel will be available from the SEHB based on local priorities )

The Committee are still concerned that the local community may not see the £17.5 spend as effective use of funds and we are not entirely happy with the arrangement with the SEHB but we will continue to work to try and change things.

It was agreed that TC should write to Biddy O’Neill expressing the concerns of the local committee. This letter will be circulated via e-mail for comment before sending.

2. Needs Assessment Survey

At the meeting on 13th Sept the Committee agreed a list of items to send to Mairead Fennessy regarding changes / additions to the Needs Assessment Survey.

This list was sent immediately ( i.e. on 13th , after the meeting ) by e-mail.

At the time of this meeting ( 11/10 ) no response , or indeed an acknowledgement had been received.

However , it was agreed that we should have a meeting on 1st November , to discuss how the Survey should be presented to the wider community ( on the assumption that our list had been
incorporated ). The plan , at this stage, is to have a Public Meeting Launch on 15th November.

Doctor’s Appointments
Patients are advised that as of 5th December both morning and evening surgeries will be by appointment only — booking by phoning the secretary. Patients with non-urgent problems may be asked to wait a day or two to see the doctor. Urgent cases will be seen without appointments. The system will be improved.

Slieveardagh National School
Helpers are needed for the Homework Club (as supervisors only), Monday to Thursday, 2.45 to 3.30 pm. Can you spare an hour per week? If so contact Bridget Cleere at 052 54701 or Slieveardagh National School at 052 54422. This project will greatly benefit the children so if you can help please get in touch.

Set dancing
Don’t forget that set dancing classes have resumed for the winter every Saturday night at 8.30 in the Community Centre. If you fancy a bit of craic while you learn a few new steps then why not come along and join in the fun. All comers are welcome.

Mass on the air
Mass is broadcast each weekend for the sick and the housebound. Tune in to 107.3 FM.

Slieveardagh Community Playgroup -
The Department of Equality, Justice and Law Reform has recently sanctioned a grant of £130,000 for the building of a Childcare facility on the grounds of Slieveardagh N.S. The Commons. This building will provide a playschool service, and will offer parents a creche facility and parent/toddler group facility in the future. It was with tremendous excitement that the Playschool Committee received this news a week ago, as it is recognised that these services will be of great benefit to the community in The Commons and the surrounding areas:

Warhouse Restoration
The Warhouse of 1848 fame was purchased by the State in 1998 on the 150th Anniversary of the Young Ireland Uprising. Since then extensive plans have been prepared by Duchas for its full restoration and we are happy fo report that it is now nearing completion. P.J. Ryan of Drish, Thurles is the main contractor and has done a wonderful job of restoration.

HEALTHY COMMUNITY PROJECT
The South Eastern Health Board in partnership with Tipperary (South Riding) County Council are piloting a new and exciting project in Ballingarry. The Ballingarry Healthy Community Project aims to promote health by working with local community groups and individuals to identify health needs and to plan projects around the needs identified. The research for this is being carried on at the moment in Ballingarry.
Meanwhile some initiatives to promote health are already starting in the parish – a Quit Smoking Group has begun in the Health Centre on Thursday nights (7 – 8 p.m. from May 31st)– all interested in quitting smoking are welcome to attend. There is a drive locally to locate a bottle bank near the village of Ballingarry and compost bins have been provided for those who are interested in recycling organic waste.

SLIEVEARDAGH RURAL DEVELOPMENT

On Friday April 20th at 8.30pm Slieveardagh Rural Development group launched “The Slieveardagh Tourism brochure’. The brochure was launched by Michael Smith TD minister for defence in the Culture and Enterprise Centre, River Street, Killenaule. OUT OF HOURS DOCTORS SERVICE
Out of hours doctors services starting Wednesday May 9th. Local doctors have organised this new service for patients with urgent medical problems who need to contact a doctor outside of surgery hours. Patients will ring a central number 1850 334999. A receptionist will answer and take details. A nurse will ring back and give advice to the patient of if necessary arrange a home visit. Further details from the Health Centre.
